2019年，《民航局关于推进精准监管工作的意见》印发，目标是根据监管实际合理调配准确投放监管资源，提高监管效率。2023年底，民航局发布《运输航空公司差异化精准监管实施办法》，提出基于航空公司机队情况、财务状况、安全基础、管理水平等差异，按照“基于规模分类、基于风险分级”的原则对航空公司进行分类、分级，并相应调整监管模式和监察大纲后实施的安全监管。
